No SSFIV:AE All-in Costume Pack for pre-purchase

Hello!
I dont have this in properties "DLC" of game in Steam library, in market see too what i dont have this.
I dont have original game early 2 days back, but have SSFIV:AE All-in Costume Pack and buy Ultra Street Fighter IV Upgrade pre-purchase. I want buy Ultra Street Fighter IV full version, but i error and buy Upgrade pre-purchase, i automatically buy for self account, strange, but this good activate and dont stop me ("You should have full game for activate this etc"). Ok, i decide trade my separate gift SSFIV:AE All-in Costume Pack for full game and make this and activate game 20 min back from this topic start. Now i have in properties only Super Street Fighter IV: Fantasy 2014 Challengers Pack and Ultra SFIV Digital Upgrade. Dont have SSFIV:AE All-in Costume Pack or any 8 items from him (http://store.steampowered.com/sub/8986/).
How fix this? Only me have this problem?

Did you guys buy the $15 version or the $30 version?

The $15 version (the Upgrade version) does NOT come with the SSF4AE All-in Costume Pack.

Yep Fantasy 2014 Challengers Pack is have. Strange, what early in market page dont have ifro about this pack... I think what it SSFIV:AE All-in Costume Pack, and it delete from market for all time about start pre-purchase... And Digital Upgrade auto-activate without i have full game and dont ask me about this... strange, very strange :(
