Well, it deffentitly does'nt hurt either ;), and it also depends on if you have forwarded the recommended ports on ones router, the other players connection and region, R ofcourse factors too.

Same ISP matchs are very good and near offline like.

I have 50/5 and playing on PC is still hit and miss. All the friends I used to have green ping with are yellow on AE PC. This netcode hurt the game.

Your round trip ping to whoever you are playing at the moment is all that matters.

I went from 28/1 to 150/10 near the beginning of this year, and there are no differences whatsoever since my ping is roughly the same as it was before. I get 18MB/s when downloading on Steam though :) ...
