There seems to be mixed feelings about this game. And all the hate for the game comes from GFWL. Games for Windows Live. And while I can see that many people have been having problems. I myself have had no issues with the client at all. And the game works perfectly.
As a person who enjoys motor sport away from my computer. This game is very enjoyable. It hosts a great range of cars, tracks and locations. And you can extend this array of in game content with DLC's ranging from new cars to completly new tracks and locations.
As you can see, I have almost 100 Hours of playing this game. (99.9 to be exact. At the time of making this review). And I have a pretty good experience with the game on quite a few levels. I started playing with a single screen and a keyboard. While the game is still good. You don't really feel quite like a rally driver until you step up your game with hardware. I run a i3 4150 processor, 8 Gb of RAM and a R9 270 video card. These specs are pretty mediocre, however, as time went on I started to upgrade my hardware outside of my computer.
Fisrly, I added 3 identical monitors and mounted them to a stand. Afterwards, I picked up a Logitech G27 racing set and mounted that to a Next Level Racing Wheel stand for the best experience while not paying for very much. I must say, it has done its job very well. The wheel was easy to set up and the game accepted it without much issue. And it works really well. The force feedback is great, and the bedals are quite realistic. And it reflects in my enjoyment of playing this game.
Dirt 3 has really fulfilled all expectations of a "Arcade" style simulation of rallying. I cant say that it has worked for all of us however. Clearly, something is going on with Microsoft and Codemasters regarding the Games for Windows Live issue, but that has never happend to me, so I cant say first hand how frustrated some of the players must be.
I would give this game a 8/10. The game looks, sounds, performs really well. And is optimised well enough that I can play it on my 13" 2012 MacBook Pro running boot camp on the lowest settings. But, the majority of people are not able to play the game to the best of its ability because of their issues with GFWL. And seeing other people not being able to enjoy the game as much as they should be. Takes points away from Microsoft and Codemasters...
