Tweaking graphic settings does nothing for the fps.
Fps for Dirt 3 dropped a few days ago for me, I could play it on medium settings with 1600x900 resolution at the steady 60fps, but now it's down to 40. Funny thing is that lowering the graphic settings have almost no effect on the fps, ultra with native resolution at 35fps, ultra low with 1280x720 about 40. My specs are i7-3630qm 2,4ghz, gtx660m, 8gb, win8x64.

Sounds like yourt CPU could be holding you back, I know that my i7 3770k thats overclocked to 4.7 the usage can still get pretty high at times in Dirt3. I run MSI Afterburner and HWINFO64 in the background a lot of the time to monitor CPU and GPU usage.

Also the fact that changing the graphical settings in the game makes little difference suggests a CPU bottleneck.

According to the recommended specs the cpu here is the stronger component for the game, I'd find it odd if it was really holding be back.
From personal experience you gotta have better then the 'recommended' specs to really have any game running flawlessly (consistant 60fps). Only way to tell whats going is to run some programs in the background like I suggested above and really see what your CPU and GPU are really upto.
Fould the problem, cpu is for some reason being capped to 49%. Cores are not limited, they all just run in a half a power. Don't know why it behaves like that, it's pretty annoying.
