As we can see from the code, all its calling is a bunch of google/jquery/js scripts/apis.

It looks a lot like a personal page/blog in Turkish with links to a couple legit-looking socials (https://twitter.com/hizliresimcom, https://www.facebook.com/hizliresimcom) and featuring dead in the center the following image (that we run it in this repl.it container to avoid hitting the host directly) :

Talking about the host, it's an AWS instance (https://db-ip.com/52.29.193.175) coming out of an endpoint in Germany. Looks like it's running a Linux instance.

Looks like you need to update DirectX based on HAO's investigative work.

Can find that here on Microsoft's website. You could be having issues though if it won't run from that prompt though.

When you run the DirectX runtime like it asks do you get any errors or warnings?

You might need to uninstall other versions of the same DirectX and then reinstall the correct one.

Can you provide your DxDiag in a pastebin?

It's the DirectX End-User Runtime. It puts DirectX 9 back into systems using Windows7 and later. Because it isn't in them and it was assumed that DirectX 10 and later would be backward compatible which turned out to not be the case. So, you have to go to MS and use the name I typed specifically.... DirectX End-User Runtime. Also, if you're using an Nvidia based graphics card..... get Nividia's "Legacy PhysX" driver. And, R-click the .EXE file for the app and choose "run as administrator" in the compatibility tab. Not saying that needs done in this game... just something I always do if having a launch issue and works a lot of times for varoius games.
