Scout tips for new players
I have a long list... if you want to add any i can attach it to the post.

Scattergun is always the best. The bat is reccommended for sneak attacks from behind. ALWAYS try to confuse your targets by jumping around them, you can try this on all classes even scouts! The pistol/winger is a last ditch weapon and or a pick off weapon.(Yes i just said Winger is good)Sandman is good for bonking them and going in to pick off the rest of his HP. Atomizer isn't really a weapon, but it can be used as one; as the triple jump can confuse the target even more, but with the cost of more HP. I wouldn't really reccommend the FAN, as all you do is sling them around and end them off with fall damage, which you're not gonna get unless you are in a high area. But if they survive the fall you can be easily killed by someone behind you or the person you slinged yourself. The Fan o' war is not reccommended to beat someone to death with, but i'm not saying it's bad. You can slash them with it and then shoot them point blank to get a mini crit from the fan and it is usually an instant kill. Pretty boy's pocket pistol is probably the best pistol, used with the sandman as you will get regular hp, giving sandman only a little addition. Besides the pocket pistol can save your LIFE, because if you have low hp and about to fall, then that's when it comes in handy. Soda popper is only reccommended for advanced players, so i can't really get into that too much(these are start-up tips) BFB is the same. Flying guilo is useful for hit and run attacks, which is VERY good use with the sandman. Bonk them, throw it, Crit. Usually an instant kill. Remember when i said Winger is good? I'm on to that. Winger is good because +25% damage is a big difference, you do 15 - 30 more damage. Which makes crits and mini-crits all the difference. I'm gonna get a lot of crap for saying winger is good because people are like "But what about the clip size!" You can't spam, such a big difference isn't it? Boston bashers are good for Basher Jumping, but it takes time to master(as it has bleeding) and you usually need an HP kit laying around. Bonk! Atomic punch! is a GREAT weapon as you are completely invincible for a few seconds, which can surpass sentry nests, sticky camps, ETC. Crit-a-cola is a GOOD weapon as you go much faster and you get mini-crits, but you have to be a good dodger. Mad milk is TERRIFIC for injured teammates while your medic is elsewhere, dead, ETC. Candy cane is good but it's HP kit can be taken by an enemy behind him.(let's just skip the explosion vulnerbility, as it's not for good dodgers) Sun on a stick is good as it is basically an axtingisuer in the hands of a scout. Shortstop is fine, it's got a kinda bad reload speed and shares pistol ammo(so don't use pistol with it)

I think i'm done here...
Suggested stuff:
Scout vs Scout: Be faster, shoot with more precision. Of course you will be running everywhere but try to aim properly.
Scout vs Soldier: An easy target, Try to navigate somewhat near him if he is using the rocket launcher to try and make him explode himself. Otherwise try to dodge the rockets.
Scout vs Pyro: Make sure the Pyro's flames cannot reach you, A.K.A make sure you are running all over the place. JUST GET OUT OF HIS REACH. Remember to dodge flares and if you get caught try to see what he does next. If you are in a corridor, they will probably go axtingusuier. So navigate out of the corridor, if all else fails...Make a last stand or jump over them.
Scout vs Demoman: Demoknights shouldn't be too hard unless they have full boost on eyelander. Regular demomen, just watch out for those stickies. If he has a sticky camp and is on the other side, either navigate around it and make me explode himself(even if it killes you) or pick him off from your side.
Scout vs Heavy: Heavy is bait sitting down, Just dodge and sneak attack him and you are done.
Scout vs Engie: Pick off sentry nests, and try to drag out the engineer and into your turf, and make sure your team is on that turf to kill him and finish his sentry off.
Scout vs Medic: NEVER let the medic out of your sight, if you have him in a fight he will likely run towards one of his teammates and finish you off. NEVER let that happen, follow him, do as much damage as you can.
Scout vs Sniper: Shoot in the back, you are fast so don't worry about being headshotted.
Scout vs Spy: As you are gliding across the map, try to bump into teammates to spycheck. Also shoot suspicious acting people.

Extra tips-----------------------------------------------------------------------------------------------------
In general, Melees tend to be a use whatever you want slot; barring the Engineer with his Gunslinger and regular Wrenches, the Heavy with the Gloves of Running Urgently, the Spy with his various Knives and the Demoman with the penalty of his Swords and the synergy with his Shields, you can use pretty much any Melee you feel like using - Octavia

Sun on a stick is useless unless you have a pyro on your team, and you should NEVER melee as scout.

Sun on a stick is good as it is basically an axtingisuer in the hands of a scout.

Melee is good for picking off their HP or just plain sneak air assaults.
But you are right about the needing of a pyro on the team.

IMO, the pistol is much better for picking off enemies becuase of its quick reload and fast firing rate and the fact that it is better than the scattergun at mid to long range.

Melee can be useful at times, say gun is spent, enemy heavy is engaged with back towards you. Scout is all about deciding to hit or run to me.
My TF2 vid, no commentary, pure gameplay, scout on koth_king:

And scout should also be picking off enemies that are weakened by his team.

YOu should also give tips for scout vs. each class.

Winger gives +15% damage, the pistol is always the best option. Since your pistol has massive spread I guarantee you can't hit all 5 bullets, but with the pistol its easier to spam shots and hit people. Fan of war is a bad weapon, why waste time hitting someone when I can 102 meatshot him. Sun on stick also bad, in general all melee weapons that don't have some sought of passive bonus are bad. You should never be meleeing as scout.

I agree with the majority of this, the only situation I could really see the Winger being better than the Pistol is when you would only need a few shots to kill an enemy, and you happen to land them all with the Winger; it requires a bit of luck for a small benefit, considering how low health they would need to be. Fan o' War is really only useful for Mann Versus Machine, or as a joke weapon; you might as well shoot them with a fully damaging shot instead of alerting them to your presence with the Melee hit, allowing them to move and possibly avoid part of your shot.

The Sun on a Stick, however, is perfectly viable; the Candy Cane makes you very weak to explosives, which you're already weak to, the Sandman reduces your already pitiful health, the Holy Mackerel is simply the Bat, the Boston Basher has a harsh, yet useful, penalty for missing, the Atomizer allows you to triple jump, but at the cost of health... I'm not sure if I'm forgetting one, but considering Melee is never really used, why not use the Sun on a Stick? It gives the opportunity to nail a burning player for considerable damage, which may not present itself often, but I don't really see the problem; Melee weapons are usually about passives, but most of the benefits from the Scout's Melee weapons are active, and many come with a disadvantage.

Sun on stick is too situational for me, there needs to be enemy on fire. Again why should I melee someone when I can 102 meatshot them. The best scout melees imo are the wrap assassin which gives scouts a range bleed attack, the atomizor which is triple jump for a mere 10 health, this can be very life saving when your being juggled by pyros or soldiers and the boston basher which helps build uber. But overall its all about a persons playstyle, I rarely melee so I find no use for them, but some people may find them effective. Weapon choice is subjective and personal preference.

Added a bit of this in my main post.

The FaN is a situational scattergun that works real well on defence. It certainly is not a "meh" gun!

Why kill when you can disable an entire team for longer than ~20 seconds by knocking em around and being really REALLY annoying. Being a credit to team doesn't always mean fragging. Knock off points, carts, seperate medic pairs, ruin a snipers day, even screw up an enemy backstab on the first shot!

Also note that aiming the scattergun slightly down can prevent most of the knockback, allowing a "double meatshot" on someone, it's difficult and the hitbox is tricky to get just right but it works wonders.

It's also an insain mobility tool. Solider aiming for where your landing? Shoot the air once to halt any forward momentum, then pop him with the second and escape. Tripple, even quad jump to juke straif and obay the 5 D's of scout play in mid air!

It's not underpowered. Just underrated.
