They crafted them years ago when the crafting recipes were more expensive. Valve made those early items Vintage quality because of this.

Team Fortress 2 used to cost money. All hats, miscs, weps, every single item before the update that made the game free-to-play were upgraded to the Vintage quality. Valve did this so it can have higher values in trading.

No, it was the mannconomy update that turned everything vintage, not the uber update.

How to do it:
1. Steal your dad's credit card/hack your mom's paypal account
2. Buy a sh!tload of keys
3. Go to a trade server
4. Get your useless vintage weapons
5. ???
6. Regret of wasted so much keys for normal weapons that could be found on drop

Vintage and Genuine weapons have the exact same statistic in game as non-vintage weapons.

Blue-text vintage status was imbued with the Mann-Conomy update on September 30th, 2010. Per the Team Fortress 2 Wiki (wiki.teamfortress.com):

As the update was introduced, all of the items which were previously obtained became "Vintage Items". Their name is now rendered blue, and the "Vintage" prefix was added to their name. According to Valve, "some items that used to be rare will become more common when they are available for purchase. (...) This way, those older rare items remain rare (in fact, they're even rarer, because they're limited editions now). Some exceptions were promotional items, including but not limited to the Cheater's Lament, Alien Swarm Parasite, Lumbricus Lid, Mildly Disturbing Halloween Mask, Bill's Hat, Ghastly Gibus, and Earbuds, as well as all the medals and craft materials."

Green-text genuine quality items were first introduced with the Rift promotion on February 3, 2011.

These items are only worth more because they rarer and thus are a status symbol. Valve's incompetence also contributed to skyrocketing prices for certain vintage items due to a bug and then a problematic second vintage-distribution:

First, due to a glitch with Valve Support, some promotional items that had been restored became Vintage quality items. This is how Vintage Bill's Hats and Vintage Earbuds etc were created.

Second, any weapons that were added and then crafted but not traded between the Australian Christmas update (December 17, 2010 and the March 15, 2011 patch were converted to Vintage quality. This is because Valve reduced the crafting costs for those weapons. Of course the higher price allowed earlier access to these weapons so that perhaps should have been sufficient reward. Some were angered that their Genuine quality item equivalents are now less rare than these "new vintages."

You can buy them off the Market (no not the Mann Co. Store. I mean the Commuinity Market) or trade for them.
