Broken Solution to TF2 Crashes
Sadly, the only way to play TF2 without crashing is to set your game as dxlevel 90.

well i did what you said and set my launch options to dxlevel 90 and i still crash

Setting it to dxlevel 90 simply sets directx to 9.0, which will be slightly slower on graphics cards that use directx 10 and above. dxlevel 95 is directx 9 emulation on directx 10 hardware, since tf2 only uses directx 9. Alternatively, you could set tf2 to dxlevel 8, which might stop certain crashes.
Crashes can be caused by a number of things. Try validating your game cache files, or try deleting local content and redownloading the game. You could also try going to your steam folder, locating /Team Fortress 2/, going to /tf/config/, and deleting all the config files to reset your configuration to default. If you don't want to redownload tf2 by deleting local content, you can just delete everything in you /Team Fortress 2/ folder except folders named /bin/.
If all else fails, it's likely a problem with your hardware, with tf2 in general, or possibly windows. If you can, open a command prompt and type in "sfc /scannow" (without quotes), and that will scan your system files and attempt to fix any corrupted ones. If you can pinpoint what causes tf2 to crash exactly, you can try sending in a bug report to valve.
Sometimes, tf2 just freezes, and it ends up not responding when you try clicking on it. It's usually just loading, give it some time. All valve games do that.

Also, when setting it to dxlevel 90, make sure it says "-dxlevel 90" (without quotes), and that you don't forget the dash before dxlevel.

thanks for the help and i will try all the suggestions till it stops crashing( or be lazy and wait for the next update ;3)
