I think of it more of a homage, Call of Duty isn't really a bad game/series, the games are quite good, if not a tad repettitive. it just has a very, VERY, toxic community. They mean well I bet, and I don't think we should be basing everything off of it's community.
What about every other game that was released after TF2? Are they ripping it off too?
What about the old medieval times? Did blacksmiths rip off tf2!? Is crafting a lie?
You collect random pieces of stuff off the ground (Such as a Fan, a Wheel, A maniken, etc) and place combine it with something else. You experiment around and try to make some new stuff.

EDIT: Also, TF2 wasn't close to being the first game to have crafting. Everquest, anybody?
This is probably the CoD hate shining again. Dozens of other games use crafting - when CoD does it? Haha, good luck with that.
So yeah, crafting game concept existed way before than TF2 and it's a common feature anyway
