hats that can not be unusuals

I was looking for an unusual hat of cards on tf2 outpost when it came up with no results, I then went to the tf2 wiki to find out that the hat of cards is not in the list of possible spy unusuals.
Is this because one has not been uncrated yet or is it just impossible to uncrate one.
and are there more hats that can't be an unusual (I already know of the hatless ones)

It's just impossible to uncrate one, I guess.

They'll probably update it to add unusual quality soon enough.

You need to wait for that hat to be in a crate, once it has you can uncrate it in that series

the example I used here was the hat of cards which was availlable in crate #48 and it is also not restricted to the hats availlable in the crate as there are unusual team captain's while it never appeared in a crate
