Backburner and FAN
Backburner: The most derp weapon i have seen, you basically target the backs only and since airblasting is VERY important it's nearly just fire in your back.
FAN: Can barely kill, just make them fly across the map.

I do for trolling in CTF.
(If you have a right loadout you can use FaN for a finisher while equipping a pistol for secondary plus it can be used to knock pyro back so he can't burn you or to get that third jump in when you don't have the atomiser equipped).

Nope, winger has better damage for just a few bullet clips, which saves you from spamming the pistol, rightfully so too. Of course thats just my opinion.

Nope, Scatter is the best scatter. Always.

Not really when I was trolling in CTF I owned a scout who used it by using my flying guilliotine first followed by my prettyboy & finishing him with FaN. I pretty much dominated him the whole match.
