1. Some people can mistake skill for hacking. Trynot to overdo the spy class, and if it keeps happening, go to the forums and tell someone.
2. Not all servers have admin power, and these are ussually better (due to no admin abuse possible), so try one of those.
3. If it's valve servers, tell them about it, and they will do something. Valve made the spy, why would they ban a player for being a spy?
That's assuming you aren't totally misplaying the spy... I've seen bad pyros and snipers get kicked, but not spies. I don't see people getting kicked for playing well, either.... but I suppose anything is possible... however unlikely, because your team has to mostly agree.
I rarely stair stab, its a cheap trick, plus why bother when they can already be dead? 200 points within 3 rounds is a common thing, and as for the comment about voice commands i do use them alot but i dont over do it. so far I've had 7 kicks and 2 bans, and although i do have a competative server saved, there are usually already three or four spies on my team, and with that many spys comes pyros, so i dont bother and just go medic. shame really :/
As far as vote system goes, Valve obviously looked at the two evils: Valve having to assign moderators and inconvenience themselves to keep servers clean, or allowing voting which has the potential to work fairly, but also inconveniences the players if it's abused. Obviously Valve would rather players be inconvenienced.

I seriously doubt stairstabbing has anything to do with it. It's not like that's an exploit. Even if it is, it's basically Guile's handcuffs in Street Fighter. It's just not worth anyone's time to fix, and the move is so legit, it's allowed in tournements. That's like raging cause you're a bullet magnet when the Heavy's minigun cuts you in half at point blank.
