An example is your "Zombie Tank". A Tank with twice as much health as well as throwing more enemies at you? There's a fine line between "challenging but fun" and "Frustrating and annoying".
Something else to think about is ... Why would they put effort and money into a game mode that only free players get?! C'mon on, think about it: You like the game, you put money into the game. If only free players get the mode then why would they put money into it? You didn't really think that one through, did you?
Finally, if Valve took every gamemode suggestion someone half-heartedly thought up, TF2 would be a mess. New gamemodes require a LOT of thought, and I don't mean just an evening.
As a final final note: Modding! If you really do believe your idea is something worth playing, maybe it'd be worth using this as an oppotunity to learn how to mod games? Many gamemodes, such as Vs Saxton Hale, are server-side mods not created by Valve!
Also, zombie mode is very unlikely to be created by Valve, since, as you said, MvM is similar to it. Why would they want to make a recreation of it? In fact, TF2 is a game for all ages, so they couldn't implement zombies like in CoD:BO. MvM is the zombie mod there, so your argument is invalid.
