Why are some Bill's Hats not marketable?

So I can't sell my Bill's Hat. A bit of digging reveals that it's only proper vintage ones that can be sold? I remember the same hat i've got was once upon a time a Vintage one but after an update got changed to a typical one for some reason.

Anyway, how come only one type can be marketed?

Because only genuine, vintage and botkillers can be sold. Items i mean.

Well the bill's hat was around before genuine hats were a thing and I think that it would be too much of a hassle for Valve to change all the bills (execpt vintages) to genuine

The genuine quality was introduced when players could pre-order the game RIFT

I know that. I just think it should be the case for pre-order items that were before RIFT.

If it was Vintage and then turned Unique, contact Steam Support, because you just lost 36 keys. That's around $70 on the market.

My Bill's Hat used to be marketable (geniune, got it from purchasing L4D2), now it's tagged as unique and therefore non-marketable. When and why was this change made?
