There is no such thing as the "best" loadout. Use whatever suits your playstyle, just try everything and pick what weapons work the best for you.

Best way to get better at spy is to actually just use the stock set. It helps you a lot with the fundamentals!

Some tips are

- When running and cloaking fake down a different rout. Start cloaking turning down a path on the right, then once cloaked make a hard left turn and gun it that way. It will LOOK like you went right, when you really went left!

- Your revolver actually packs a punch. If an engy is being particularly camped by a pyro. Try luring him away by shooting a teleporter or dispencer in a random corner in his own base. A good example is the Goldrush part 3 sniper loft on point 3. You can duckjump up there using the tires and the small roof on the right for some free potshots at it. You may even kill his sentry without even sapping it!

- Try to rely more on stealth and less on disguises and change your disguise frequently. All disguises, even scout, are good at a glance. But if you let teammates try to walk throuh you or notice your slow for a medic/scout. Well....

- Walking backwords in a firefight can make you look like your on the enemy team. Use this to trick people and get behind enemy lines or get healing from a medic. Make sure to not bump into anyone!
Stock knife, the other knives come with downsides that limit you too much. The stock knife is the best all around and especially against skilled players.

Ambassador; even if you can't get headshots with it at first, you'll never learn if you don't use it. It's much more effective in skilled hands than the other revolvers. One thing that actually helps a surprising amount, or with any weapon for that matter (mostly headshot weapons or shotguns though) is to relax your shoulders, and you'll be getting a lot better in no time.

Watch, switch it around. The main advantage to your watches is they let you be unpredictable, but once your enemy team knows which one you're using that unpredictability goes away pretty fast. So whenever you think the enemy team knows you're using one of them, start using another. Usually it's between the stock invis watch and the dead ringer that people chose, but cloak and dagger can also be valid just as long as you make sure to still contribute.

As for actual spy tips, tolna's got quite a few covered, all I can add to that is you're best during a big fight (as long as you don't let anyone shoot you) since they're all distracted. This is the ideal time to be going after a medic/heavy combo, your main targets, though if you know you can't make it to them without being spotted or killed then just get whatever backstabs you can. Don't avoid opportunities but don't overextend to get them, the two times you're no help is when you're doing nothing and when you're dead, avoid dying but it's not worth never helping your team.
the best spy loadout is
the dead ringer
reavolver
and the ether reword
The Dead Ringer + Saharan Spy set can work pretty well.

Otherwise, Ambassador, Stock/Reskins, and Dead Ringer. The other watches can work here too.
Id say you should use the spy-cycle its great against pyros because its flame resistent and gives you the tim to get away. the cloak and dagger is also good because as long as you find somewhere safe you'll never be found and use the ambassador it's great for headshots
Don't use the Spy-cicle; it encourages bad habits.

Get good with Stock Knife, Watch, and Revolver before trying ANYTHING else; it will give you all the tools you need for getting better with unlocks.
Ambassador, stock Knife, and Stock Invis-Watch
i think
enforcer
red tape recorder
spycicle or your enternal reward
deadringer
tip:nerver EVER look at the enemy when they see you too then its to obvious

i'd say going with my "go big or go home" class set which is the ambassador, connivers kunai,red-tape recorder, and cloak and dagger

Go big part
ambassador=headshot crits
kunai=health when you get a backstab
red-tape=precous time and metal for engi to waste
CnD=you can stay invisible for a long time(by standing still and sometimes running)

Go home part
ambassador=(if used wrong) small damage+cool down
kunai=lowers main health
red-tape=doesn't do damage to sentry
CnD=you can't keep running while invisible

its just a suggestion

gold botkiller knife mk1, strange festive ambassador, strange dead ringer, and default sapper is my best preference. Default knife is the best, and rtr sucks for my preference. damage is more effective+shooting with revolver is better than lowering the level of the building
it's easier to destroy buildings with damage instead of time management
enforcer is just a noob weapon

I use the Spycicle, Dead ringer and Tape Recorder. It's a great loadout.
