a rather unusual problem
There's something about my computer that the tf2 blur effect doesn't like. Whenever I move quickly ingame such as scout or rocket jumping with blur enabled, instead of blur, I get tearing. But the rest of the screen is fine. I run at full settings on a hd 7850, but was having the same issue on a hd 6570. I've done everything from change settings to deleting tf folder. I also have a frame limit of 60 with v sync disabled, if that matters

vsync disabled enables tearing to happen;)
unless you mean some kind of other corruption.

why limit 60?

because my monitor refresh is 60, which also is supposed to eliminate tearing

it's like when the blur effect is visible, it flashes rapidly between it being there and it not.

actually thats vsyncs job, to eliminate tearing it has to be synchronised to monitor refresh, not limit 60, and to have good vsync you need more than 60fps, vsync needs the frame generated as close to the monitor timing as possible to work well, and gpu frame generation is erratic.

irregardless of the function of vsync, enabling it and disabling framelimit has no effect
