Free weapons is pretty easy, just play tf2, you might even get a free hat.

in addition you get free weapon drops for playing the game, and hats rarely (if you're premium)

You'll probably have to do some raffles of your own first though, otherwise you won't be able to enter any of the raffles that have rep reqs.
