SteamStartup() Failed

Its been three days now and everytime I try to play TF2 a popup shows saying
Error!
SteamStartup() Failed: SteamStartup(0xf...) failed with error 1:
The registry is in use by another process, timeout expired.

I restarted my computer, didn't help
I verified the cache, didn't help
I reinstalled, didn't help
Does anyone know how to fix this

I was having the same problem for ages. I finally got it to work when I deleted the TF2 folder, deleted TF2 from my library and redownloaded it.

I didn't just delete and reinstall. I went to the TF2 folder and deleted the whole thing. I'm not sure if it's different, but it worked when normal "Delete local content" didn't.

How do you even Reupdate?

It's not a permenent fix but, exit steam, delete ClientRegistry.blob in your steam directory, start steam again and you'll be able to play again.
