The best I could recommend would be competitive lobbies, but if they're public, you may or may not run into the same problem; not to mention that it also limits what you can and cannot play, as well as what weapons you can play with. It's the only server type I can think of that would potentially only house a sort of elite, but even then, the only way to ensure a skilled player base is to have a server run privately, rather than run a public server, so there's no guarantee of it being skilled players.
In short, there's probably no server like this, and even if there is, chances are there's going to be unskilled players on it as well; essentially, unless you find a private server, such as a clan server, with a password to keep others out, then you're probably not going to find what you're looking for.
You act as if this problem is exclusive to F2Ps. The F2Ps have an excuse because they're new, but the other bad players don't.
If you're going to go by the logic that the team with more Free to Play lose, then by the same logic more Premium players win; if a team has six Free to Play and two Premium players, and they lose to one with three Premium players and five Free to Play, then the majority of Premium players won. So using "us" in that case doesn't work.
That's not even including the fact that you're making an incorrect judgment on skill based on a relatively irrelevant part of the equation, rather than looking at hours played; I've seen Premium players who have no intention of helping the team, don't care about class composition and play badly in many ways. Saying that Free to Play are the reason you lose is a bad excuse for your own lack of skill; if you're that good, play competitively, or don't expect a public game to always allow you to win due to the fact that anyone can join.

And P2P or F2P if a person is new to the game, they won't be good regardless of if they bought it, or got it F2P.
Before the F2P, I didn't played Spy because that was ♥♥♥♥♥♥♥ hard to play it, now I play it when I want because it's too easy, you can run to their base disguised and they don't even react...
It's just because most of them are just Casual Gamers / Cod players / Console Players who don't want to learn how to play, thinking that they won't need it.
At least, there's hope, I see some (rare) times F2P who know how to play.
