What are some ways to improve as the SCOUT?

Training.

Go to any map you visit regularly on a singleplayer game, and just run
around with a force-a-nature/atomiazer/both. Try to pass obstacles and
obstructions as quickly and efficiently as you can, find shortcuts, and learn
some fancy maneuvers. It really helps.

Try to avoid being seen so that you can get behind enemies. I've killed many a Medic as Scout by doing that.

Don't aim- let your target run into your crosshair and time when to fire. It's kinda like getting good at Sniper, but at a much faster pace.

When pushing the cart, Duck behind the direction of the other team

Keep constantly running.
But dont go in a predictable straight line or else its easier for enemies to aim at you.
You make the enemy have a much harder time getting hits off on you.

Run around and use your speed and double (triple w/FaN, quadruple w/ both atomizer and FaN) jumps to your advantage, getting behind people and wrecking them. hope this helped.

Take enemies one on one. Do not go after more than one. When using the force a nature, don't jump and attack, for obvious reasons.

One tip that is often ignored or goes unseen is that if you have trouble hitting someone on a melee attack is that you may need to decrease your mouse sensitivity in the options/mouse menu.
