I would say hat. There are more hats than misc. Achievements such as Ghastly Gibus Grab would also increase the amount of hats found.

I've only had 2 misc drops (both being the same item, the Camera Beard) while I had about 5 or 6 hat drops in my entire TF2 career.
You should know my answer.

there is roughtly the same amount of miscs and hats in the game as far as i know, and both count for your "cosmetic drop" change, so id say you have a roughtly equal chance

Pyrovision also increases Misc. drop.
