Redeeming product codes will not give you Premium status on either TF2, or Steam itself. That's entirely fair and justified, since otherwise, creating and upgrading alternate accounts for malicious purposes would be far too easy.

Requiring a purchase in the Mann Co store means you either redeem a Gamestop wallet code or put your credit card, name, and address on file. This reduces scamming and creation of alternate accounts.
