Hitsounds Work Until Map Changes
I've been wrestling with this problem to no avail. For some reason, my hitsounds only work when I join the server initially. Once the map changes, they stop completely. Sometime's they'll turn back on if the rounds last really long, but that's purely an anomaly. I have this inside my autoexec config:
tf_dingalingaling "1"
tf_dingaling_pitchmaxdmg "150"
tf_dingaling_pitchmindmg "75"
tf_dingalingaling_repeat_delay "0.5"
In case theres anything here that's blatantly obvious to the pro scripter, as I'm nothing more than a lowly "OOOH, what's this button do?" kind of guy. Is there something I'm missing about hitsounds, like sv_pure stuff even though these commands should pass through them okay? Anyone else suffering/noticing the same thing in their games?

I had that problem as well. It's the tf_dingalingaling_repeat_delay "0.5" that causes it. If you set it to 0 the problem will fix itself.
