As far as I understand Garrysmod and Portal2 are the only games you can currently download content for from the workshop. I haven't played very many other games that allow workshop submissions either so keep that in mind.

Meh, most Workshop stuff lets you download directly -- Skyrim has a large number of such mods.

TF2 is different. People design and build graphical models for proposed items and upload them to the Workshop. Other people comment on them, favorite them, etc. Valve may or may not use any particular submission, and if somebody *does* get their model accepted as an official item to be added to TF2, they'll get paid some amount whenever players purchase that item in the store.

you cant download mods in neither the TF2 or Dota 2 workshop, you only rate items for them to be added to the ingame store

You can ask creators to make skins of those items and replace current ones in tf2 items gets added around every month so it's not game like garry's mod or skyrim you need to wait that item to be added to game

You cant unless they have a link to a reskin of an existing item. i use game banana but i'm sure there is other websites for reskins and maps.
