For the scout, I like the Force-a-Nature because you can use it to
tripple jump without damaging yourself with the atomizer (Or combined with
atomizer to quadrupel jump).

I probably sound like a noob, but eh :D

I prefer the stock weapons for most classes.

If we're talking what weapon would be the most useful in any situation ever, the Stickybomb Launcher, but since this is a class based shooter and not an Arena shooter despite the similar style of gameplay, it depends on class, but overall things like Scattergun, Rocket Launcher, medigun, and other stock items top with a few exceptions here and there

There is no best weapon in my opinion. Different weapons can be used in different situations.

Easily the grenade launcher. It's great for offense and defence. Spamming it with a good supply of ammo will hold enemies at bay for awhile and once you get used to it you'll be able to make direct hits easily.
