how do you know they're placeholders? if they are, then why didn't valve just keep the pre-existing placeholders in the schema instead of changing it to the hats or use a "what's in the..." box as a placeholder?
I doubt they're placeholders. If they were they would be something like this.

It was just a hat that came with the item and that's more than likely all that's coming with it.
