Try photoshop. You'd need to crop the area outside of the gun to that it's the only thing you see.

Information provided below on making a spray with transparent background

Tools (Both are free)
-Gimp http://www.gimp.org/ - An alternate to Photoshop
-VTFedit http://nemesis.thewavelength.net/index.php?c=178 - Exporting to Valve Material File format

Creating your spray in Gimp

1. Open Gimp > Create a new image by going to File / New > Select transparency as the background > Set the image dimensions to 256x256

2a. Draw the image you want or place what ever image you want - Here are some gimp tutorials for beginners. http://www.gimp.org/tutorials/

2b. Once satisfied with your image go to File / Export and export the image as a .TGA file > at the "Export Image as TGA" notification screen untick "RLE compression" and click "Export"

**Note your image must be under 512 kb or the image may not show up in game.

3a. Open up VTFEdit and "Import" the TGA you just saved (Leave all the fields default)
3b. Go to File > Save As and save your image as a .vtf

4. Drop your spray in your spray folder directory (Example provided below)
\Steam\steamapps\Your Username Here\team fortress 2\tf\materials\vgui\logos
**If you do not have the folder directory create it**

5a. Open up Team Fortress 2 and go to "Options > Multiplayer > Import Spray"
5b. Go in game and test your spray

Instead of using Google for a few seconds and picking one of the 200 tutorials... *shakes head*

trans-parented is not a word and if it's a PNG, then it mostly doesn't have a background.

You can use paint or any photo editing program. You can even used picture from the Internet. If its in. A format that available for a spray, apply it. The changes will apply once you join a server. The default command to paste it is "t". If you have an animated gif you need to change it to a .vtf file.

Would it NOT have a background if it's 'saved as type PNG image'?
I assume it will not have a background.
