The Current Stats Of Pain Train:

+1 capture rate on wearer
10% bullet damage vulnerability on wearer

What I Would Change:

+1 capture rate on wearer
10% damage vs buildings
5% bullet damage vulnerability on wearer
2% explosive damage vulnerability on wearer

As if Scout cap speed on the only classes that can beat a Scout in mobility at the price of 17,5 | 20 health to hold vs bullets was a bad deal as it stands

Alright, I'll try and make this simple; every class captures points at the same rate, with the exception being the Scout, who captures twice as fast. The Pain Train increases the capture rate for the Soldier and Demoman by one, which means they boast a capture 'speed' of two, similar to the Scout, while every other class can, at most, contribute half of what they do. It's why Scouts excel at capturing points quickly, since a lone Scout essentially counts as two players instead of one; pushing the Cart at twice the speed or capturing a point twice as fast is a significant advantage, an advantage that can make or break a match.

The Scout is, arguably, the most mobile class if you were to exclude methods such as Rocket Jumps or Sticky Jumps; the Soldier and Demoman are the quickest players if the map allows for such jumps. They can get to a capture point much more quickly than a Scout if this is the case, and through the use of the Pain Train, they can capture points just as quickly as the Scout once they're on it, not to mention they, arguably, boast more secure methods of actually contesting the point due to larger health pools and the ability to rapidly drag a Quick-Fix Medic along with them.

In essence, the Pain Train allows Soldiers and Demoman, the two most mobile classes in many maps, to capture points at the same rate as a Scout, the second most mobile class, while boasting superior health, even with the Bullet Vulnerability from the Pain Train. That's what I assume my good friend was saying, although I'm not too sure how you could miss that; it's underused, but good as it is. Many people just see vulnerability to something and say it's a bad weapon unless the trade-off is amazing, but factoring in how many classes are primarily based on Bullets, how often you'll engage them and how many times they would trounce you without the Pain Train really shows how good it can be, even if many don't use it.

Although it's completely useless on Capture the Flag or when Defending on Payload or Attack and Defend maps, it still has a use for the offensive team, even if many would prefer other weapons. It doesn't need a change, nor do other weapons need a change; people just need to keep an open mind and realize that the Escape Plan may not always be a better option, even if in the majority of circumstances, it does benefit a player more than other weapons.

An interesting point, really.
The Pain Train is one of the very very few melee unlocks that somehow manage to be both, balanced towards stock yet on-par with monumental upgrades, like the Escape Plan in this case.

Maybe if it only had "+1 capture rate while active" it would be alright, so if you get ambushed and you're holding your melee out you'll be at a bit of a disadvantage.

Or maybe..

When Active:
+1 capture rate
+Speed increase while taking Intel
30% slower weapon switch

Makes the weapon more versatile.

With the rocket jumper/sticky jumper, it effectively turns the soldier into
A scout with 190 health (if the only damage source are bullets)
and the demoman into
A scout with 157.5 health (if the only dmaage source are bullets)
