Anyone who uses the Red Tape Recorder really is a bad Spy, or they just want to win at any cost; either way, using it when it's glitched to take not even half the time to remove levels from buildings, Teleporters excluded, is a move that screams "Troll". Either that, or people just enjoying ruining someone's day with a broken weapon.

Personally, I use the Diamondback, since it emphasizes sapping, something a Spy should be doing, the Stock Knife, as it's the most versatile, a Watch that depends on the situation, generally the Stock Watch, once again, due to the versatility and the Stock Sapper, because the Red Tape Recorder is broken, and using it simply isn't fair to other players. Not to mention it encourages bad suicide habits which I shan't be adopting, especially since I'm not the best Spy by any means.
