A bat that reduces your health but can help stunning opponents, a good way to interrupt ubers\chasings\other tricky situations.
A wrap that is more likely used to assault or forced retreat by giving bleeding damage.
Up to the situation, well... i guess none.

The Sandman is the better IF u have The Flying Guillotine, cuz if u use The Flying Guillotine after stunning them u crit and they will die. If u don't have The Flying Guillotine then i would probably use Wrap Assassin. The health reduction of The Sandman doesn't matter if u r skilled enough to dodge the enemies attacks... That's my opinion ;D

i use only the sandman because it is good . if you are facing an heavy and your hp is low the quicly hit the heavy with the sandman and escape

its best to use the wrap asassin if you use the mad milk for extra damage
