Ping?
It seems everytime i join a game i get lagged out and says "warning! you are getting close to your ascessive ping" is it my computer or Internet.

Ping generally means the amount of milliseconds it takes your PC to talk to the server (over internet) and talk back to you. Normal ping is roughly < 60. If you're on baws internet I've seen people get < 5 ping. If you're on more than 60 you might want to look for a better server. If you're on a LOT more than 60 then you need to leave because people in the server will probably just be seeing a flying man around.

TL;DR - internet

This can be caused by four things.
Connection speed.
Computer memory.
Location of server, such as it is made in L.A and you are in like New York or something.
Files in computer and Steam cloud conflicting with eachother.

Finding a way to take care of any of these problems can decrease your ping.
