How do I enable motion blur??

I search on the internet and I couldn't find anything. Is there a launch option property that can help me to enable it? I remember doing it for gmod but I can't remember. Also ammo hud and the hud with your character and health is is pixelated!

If your computer's old, you may not have graphics support for directX 9, so you may be stuck without motion blur. Otherwise, and even then, try typing -dxlevel 90 as a launch param for tf2 and see if that solves it.

If they are, you probably don't need it, unless they UNblur when they m,ove, which would be weird.

I don't know where else to ask this, but here I go:

I can't enable motion blur since it's not highlighted in the options menu. I've got DirectX 11, Windows 8, 16GB RAM and i7-3770K Processor. So I would think there's nothing wrong with the system(?)..
Any help of solving this mystery is much appreciated!

when your in the game library, right click tf2 and click properties then go to set launc options and type -dxlevel 90 then launch game
