steampipe file reconfiguration

when i go to open tf2 i saw this message steam needs to convert teamfortress 2 to a new more efficient format, so i was like ok about a minute later conversion failed (unspecified error). i have put a good amount of money into tf2, and has anyone had the same problem and can it be fixed?

Sorry things are screwed up.

I received a log from kenAi. Here are some things to try:

* Shutdown and restart the steam client.
* Access this URL: steam://flushconfig (You can just paste it in to the address bar of any Windows explorer window.)

Please let me know if either of those fixes the problem.
