Using in-game voice lines also isn't that useful, because too many players spam them meaninglessly to the point where distinguishing spam from actual attempts at communication isn't necessarily worth it.
Its why my server has none of that. I like the focus on team work.
A lot of people tend to forget that the chat box is there, that's why it's much better to get a mic (and get a working one, too).
Just like MADHATTER said, 'communication is key'. It's much easier to just say "Spy behind you Medic" than to watch him get backstabbed because you take 20 years to type a few words.
