Should sappers be throwable?
Okay so heres a idea that is not over powered. So basically you to hit the button you used to switch to the sapper. Hit twice then i t go at the direction however it goes slow and pyros should have a mask that basiclly see it. And they have a new voice command thats says 'Spy Sapper'. And since it goes slow engies can shoot it the rescue ranger will distory it in one hit. And it has 40 second regentime.

if throwable sappers are implemented the cons should be
-124 health on wearer. (-99% if custom stats that increase/decrease hp)

No. If a Spy cannot deal with a Pyro Engineer team, he should bring it to the attention of an allied Sniper that could deal with that situation.
BTW. I guess you totally forgot that the Spy has a pistol that can deal with any building guards at range that is outside of any Sentry not equipped with the Wrangler.

Okay a guarded sentry is never alone in that case pistols do nothing and enfies always shoot you

I personally like the idea, the throw shouldent be too hard to see and shouldent go to far when thrown and it would make it easier to distract an enemy.

Way too many ideas for stats, keep it simple; "Goes slow, Enemies can shoot it to destroy it, takes longer to destroy sentry, and 40 second recharge for sapper." in senstences would be fine. Also the rescue ranger crap is dumb, that's making new players or people without one have no chance. (I have one myself so I'm not saying it's because I can't.)

Any ability to sap a building without having to aproach it would immediately break the game. And we dont want this.

Sappers should not be thrown but they should all have atleast 3-5 seconds recharge time cause just standing there with a red tape is rediculous, you're garunteed to delevel the sentry. If the engineer isnt hitting the sentry when the sapper is placed you're ♥♥♥♥ed.

Well i think its great, The Throwable sapper Should have -30 damage, The -30 is because a throwable sapper would be op with its normal damage. Another reason for a throwable sapper is that you can help your team and get away without having to get close, and plus the pyro/engineer team Is unbeatable really. For example, in 2fort you either need a demoman or a soldier for a regular sentry (When the sentry is hidden in enemy base) but if theres a pyro there theres no stopping it. This can be a counter.
