You have to play TF2 for a couple of hours from Thursday to next Thursday. Players are guaranteed to find items at regular intervals of 30 to 70 minutes, with an average interval of 50 minutes. It stops when you get to a certain number of drops, then you won't get any more until next Thursday, which is tomorrow (or today if you're on the other side of the world). It doesn't matter what server you play, you're guaranteed to get one.
As for which items: Anything that's not a Promotional item (Genuine items, Iron Curtain, Robot Chicken Hat, etc.), Badges, Halloween items, Distributive items, etc you'll get. The wiki has a list of what you won't get.

As for your Soda Popper you're gonna have to: Buy it from the Mann Co. store or the Steam Marketplace, Craft it using a Force a Nature, Bonk! Atomic Punch and Reclaimed Metal, trade with someone, or painfully wait for a drop.

Nah. You just get Weapons, Crates and other stuff you can't get as an F2P, such as hats.
