Don't wait for random drop, it take forever.
Either trade it for 1 scrap or go to scrap.tf

You have to play TF2 for a couple of hours from Thursday to next Thursday. Players are guaranteed to find items at regular intervals of 30 to 70 minutes, with an average interval of 50 minutes. It stops when you get to a certain number of drops, then you won't get any more until next Thursday, which is tomorrow (or today if you're on the other side of the world). It doesn't matter what server you play, you're guaranteed to get one.

As for which items: Anything that's not a Promotional item (Genuine items, Iron Curtain, Robot Chicken Hat, etc.), Badges, Halloween items, Distributive items, etc you'll get. The wiki has a list of what you won't get.

As for your Soda Popper you're gonna have to: Buy it from the Mann Co. store or the Steam Marketplace, Craft it using a Force a Nature, Bonk! Atomic Punch and Reclaimed Metal, trade with someone, or painfully wait for a drop.

Are you sure that's an accurate number? 140/200 of your hours have been played in the last 2 weeks, and you have 23 weapons.

Nah. You just get Weapons, Crates and other stuff you can't get as an F2P, such as hats.

That enforces what I said. By 23 weapons, I meant you have a lot, considering you can only get a maximum of ~5 - 12 items a week. P.S. Did you read any of the posts before or check the wiki page on item caps?

Because you've reached your item cap. I'm repating this. You can only get 5 - 12 weapons EACH WEEK. There is a maximum amount of weapons you can get. If there wasn't, weapons wouldn't be worth anything.
