EDIT: in Helltower, each player gets their own gift spawns. unlike the other halloween maps, there is no contest of who finds the gift first.
"The Haunted Halloween Gift will spawn at one of many predetermined locations on Mann Manor, Eyeaduct, Helltower and Ghost Fort. An alert will be sent to a random player when it appears in the map. The gift can only be seen and grabbed by the random player that was selected. If the player takes the gift then a new player will be selected after approximately 25 seconds and a gift will be spawned for them. If a player fails to find the gift then it will be despawned after 3 minutes and a new player will be selected.
Ten player connections to the server are required (meaning players who are on a team, in spectator, or actively joining the server) for the gift to drop; additionally, servers must be registered with TF2 Quickplay on Steam, to prevent cheating or farming to gain items. The total player count only includes actual Steam clients, not bots or the replay user. "
Copy+Paste FTW
It takes 3 minutes before it despawns and another player gets it. That's why I keep jumping from server to server, checking if the players are getting the presents. If not either the server is not in Quickplay, or there are to many idlers.

Compared to normal hat drop rates this is really fast.
