Well, producing TF2 items isn't that expensive since they are virtual. The price would just be lowered because the stuff would be easier to get.
I think valve is intent on keeping MVM a P2P experience.
Of course you do, because you're a kid with no job who doesn't understand the economy and thinks you should get 100$ weapons for free.
This is why an amazing item like the gunslinger or powerjack, while extremly useful in terms of gameplay, are almost valueless in the market sense. Because they are common.
Opening the floodgates of MvM items without some way to balance it would cause their value to plummet.
Besides, if you want to play MvM for its own sake you can go boot camp.
