Make sure it's not that before you make a CPU change
Ahhh okay. I thought u were just concerned about visuals, but that is true, although I wouldn't know the difference between 120 and 60 because I'm only ever at 60, but dropping to 45 doesn't sound like a CPU problem. Your CPU is better than mine and we pretty much have the same video card (I have a regular GTX 660).

Indeed, it is a big drop. I just don't understand why. Another game, CS:GO, suffers similar drops, but not in same situations. I think maybe it's because the Source engine is sorta ret4rded? I dunno. CS:S always stays above 200 with chaos going on. L4D2 drops under 70 occasionally when sh!t's goin' down. Every Source game pretty much stays above 150 when not much is happening. So which hardware is responsible for managing the chaos? The CPU.
Anyway, Source or no Source, I'm in need of an upgrade for new stuff.
Edit: To your question about something running in the background: Nothing unnecessary is running.
Once you get used to 150, you notice drops to 60 FPS real fast. It's not something that's easily quantifably defined, but you do notice things get comparatively sluggish.
