As I said, absurdly low. It's all in the luck of the die for this.
I believe it's a 1/1000 chance, if I'm not mistaken.
Golden pans have a 1/6000 chance, if I'm correct.

There isn't an exact percentage, just a "preposterous low chance" of finding one, according to MvM. In the TF2 wiki it says it's a "Very rare classification of weapons".
