It would only be useless because of how powerful the other pyro weapons are.
Well honestly I like the ice weapon idea just to create a larger pyro support loadout. I honestly feel like with the right stats it could be something that isn't overpowered yet still useful.
That was more or less my point, slows aren't a annoying mechanic in TF2. Of course we don't have a good slow but meh.

It's called prenerf Natascha, and it was probably one of the few unarguably overpowered weapons in the game. Slowdown mechanics are terrible and annoying to fight against. Bad players already complain about pyros now, and adding a flamethrower that would just be unfun to fight against is only going to make the complaints worst.
If the weapon is actually good and its upside is to slow the opponents, it's probably going to be annoying or very difficult to balance properly. Back when the Natascha was more useful, it was annoying to deal with.
People complain about pyro because of it's ability to melt through any class instantly through the backburner and the plo. Adding a weapon that does less damage and slows could work if the stats are messed around with. Though even if it would be "annoying" it wouldn't be alone. There are already plenty of "annoying" weapons outside of pyro.
