What is allowed on the TF2 forums? Just say yes and no to each one.

Forum Games: Depends. If it's TF2 related like "If you could talk to X class...." Then I guess it's allowed. If my experience on SPUF has taught me anything.

Betting: I wouldn't try it, just to be safe.

Fanfiction: As long as it doesn't break the rules? I'm not quite sure honestly. There really should be a Fan art/videos/fiction subforum for this kind of stuff.
