Sure there's still players, but no decent updates.

Well define decent updates, there have been plenty of small ones.

They're still fixing stuff but yeah, not adding much content really.

Valve have told that they are planing on some updates, and we are also waithing for the End Of The Line update that we are hoping will arrive sometime soon.

But yeah there is a possibility that they are slowly giving up on TF2. (sry for bad english)

Phlog Pyro isn't that hard to kill, gunslinger I agree, pretty annoying sometimes, especially with short circuit, because that makes you invincible.
