I'm not sure what the cheapest is, but last I checked, a specialized killstreak Paintrain is really cheap.

The All-class melee weapons except Frying Pan are really cheap kits. Some other weapons like GRU, Solemn vow, & Spy-cicle that are hardly use to kill enemies are cheap too.
