1. You have to get stranges and they level up based on the amount of kills.
2. You randomly get 5-13 drops per week, it resets at 6:30 PM CST on Wednesday I believe.
3. You can craft 2 together or combine 3 refined.
4. Yes, but they are much rarer.

Buy any item from the in-game Mann Co. store and you will become premium. The giftapult is currently the cheapest item, costing only a mere ten cents.

You buy a thing from mann co store or use an upgrade to premium gift(which anyone hardly gives each other nowadays)
