you could be a roamer and distract the other team with ur swag while they push in

It's competitive, they know how to prioritize targets without dumb assumptions like that.

And no. As spy or sniper, it can be deadly, and in general it makes you easier to aim at.

I've found that in general, I'm prioritized by the enemy more often in pubs because of what is essentially a swirling target around my head. It definitely makes it more challenging to go unnoticed, if that's what you're getting at.

I've actually been considering acquiring a flies unusual for when I want to still be all fancy-like and discreet at the same time.

In comp? Probably not. They know how to prioritize targets. Who are you going to go for; the shmuck who didn't take off his fancy hat, or the people pushing the cart/point/intel?

Let's just say a competent scout happens to be trying to pick the medic/demo. He has an extremely noticeable hat. What would the team usually do?

Well in that case they're going to kill the scoot, with or without the hat. It doesn't really matter, except perhaps for making aiming a little easier.
