When gifting pre-ordered games, will the gift-ee get the [genuine] promo items?

I want to know if pre-ordering Thief will give the promotional items to my friend when he adds the game to his library. Will he get the promotional items or will I (since I bought the game)?
(I'm wondering cause I want all of it to go to him).

You could have the gift in your inventory, wait a year, then give it to your friend and they'd still get the pre-order bonuses.
