Are VAC bans IP based?

I'm no expert on how the VAC system works (I just know it's kind of terrible.)
If somebody gets a VAC ban, does it carry to other accounts on that IP address? I'm only wondering because of all the folks using ♥♥♥♥♥♥♥ nowadays.

It's Steam account based, that's why they make alts.

No, it'd be silly.

IPs can be dynamic, are often shared on a very large scale (as in: every single machine in an entire building -- or more -- having the same IP from an external perspective), and are in no way localized to a particular person or machine.

In all seriousness, the VAC only bans the account and not the IP
It would be silly if you could hack with your own account on a friend's computer, your friend gets banned, and you can play normally at home

I'm going to be honest here I hacked on my alt acc, and now Im banned on my main acc where I am playing on a professional level.. ^^ So its not just one account or one email since I have different emails on each account.
