What happened to the party feature?
I remember when I clicked "Play Multiplayer" and I had a choice to go to the beta party option. I thought it was pretty useful and now it's gone.

I think you can still use it if you make your own dedicated server.

Instead of making a server in-game via "Create Server" you create a dedicated TF2 server (no client).

And how does that help us with the Party feature?

As far as I know, that was really only there to test the feature so they could use it for MvM. But it'd be kool to bring it back for normal play.

Put tf_birthday 1 in the console or server.cfg file.
